What the NDP Was Meant to Deliver

The National Development Plan (NDP), adopted in 2012, was South Africa’s most ambitious long-term blueprint. Its core goals were clear and bold:

• Eradicate poverty and reduce inequality by 2030
• Create millions of sustainable jobs
• Build an inclusive economy that benefits all South Africans
• Improve education, skills, and human capabilities
• Transform spatial patterns and create sustainable communities
• Strengthen the capacity of the state and promote active citizenship

Where the NDP Has Fallen Short

More than a decade later, many of the NDP’s targets remain unmet. Unemployment remains stubbornly high — especially among the youth — rural communities continue to struggle, and poverty persists in many areas. While some progress has been made in certain sectors, the broad-based, transformative impact that was promised has not materialised at the scale required.

Traditional top-down programmes and fragmented interventions have often delivered short-term relief without creating the conditions for lasting self-reliance. Many communities still lack real economic opportunity, quality skills development, and integrated support systems.
