Care & Skills Infrastructure Launch

Months 18–36

This phase builds directly on the foundation established during the Proof of Concept. The focus shifts from validation and setup to scaling and operationalisation. The community begins to experience the integrated benefits of the model through expanded care services, active skills development, and the first meaningful steps toward local economic activity.

Objectives

• Scale the Learning & Skills Hub into a fully operational community training and development centre
• Establish and expand Early Childhood Development (ECD) and elder care services across the growing community
• Launch and grow initial local production activities that create real work and income
• Increase the number of families housed and participating in community life
• Strengthen community governance, leadership, and day-to-day management capability
• Generate measurable improvements in skills levels, care access, and household stability

Learning & Skills Hub Operationalisation

Full staffing, programme development, and regular delivery of training across construction, production, care, and life skills.

Early Childhood Development Expansion

Scaling safe, nurturing ECD services with strong intergenerational involvement from elders.

Elder Care and Active Participation

Developing structured support and meaningful roles for older community members.

Initial Production Launch

Establishing small-scale local manufacturing or agro-processing activities linked to training outcomes.

Housing Expansion

Increasing the number of completed homes to accommodate more families moving into the community.

Governance and Community Management Strengthening

Building local capacity for day-to-day management, decision-making, and conflict resolution.

Monitoring, Evaluation & Continuous Improvement

Tracking progress against dignity indicators and operational metrics with regular feedback loops.

• Learning & Skills Hub operating as a vibrant, well-used community facility with consistent training delivery
• Functioning ECD and elder care services with clear participation numbers and positive feedback
• Early production activities creating real work and some revenue
• Clear evidence of improved household stability and skills development
• Strengthened community governance with active local leadership and participation

Key Dependencies & Considerations

Success in Phase 2 is heavily dependent on the quality of the foundation laid in Phase 1 (especially governance and partnership strength). Early production activities should be closely linked to skills training to maximise employment outcomes.

Care services (ECD + elder care) are critical enablers for broader community participation, particularly for women. This phase marks the point where the community begins to move from setup into active, visible development.
