This roadmap translates the Productive Sustainable Communities model into a clear, actionable sequence of phases. It is designed to support genuine partnership between communities, government, and private partners while ensuring measurable progress, community ownership, and long-term sustainability.

A Replicable Model for South Africa

The Productive Sustainable Communities model is designed from the outset to be replicable across multiple sites in South Africa. While the roadmap above describes the phased journey of a single community, the ultimate goal is to scale the approach so that millions of South Africans living in marginalised rural and peri-urban areas can benefit.

Importantly, replication does not need to wait until the first site reaches Phase 5. Once the initial community has moved through Phase 2 and into Phase 3, work on additional carefully selected sites can begin in parallel. This allows the model to gain momentum and deliver impact at scale more rapidly.

Because sites will be geographically spread across the country, each new location can adapt its productive focus (manufacturing, agro-processing, construction materials, renewable energy, etc.) according to local resources, skills, and market opportunities — while still following the core principles of partnership, integrated care, skills development, and community ownership.

The foundational stage. We establish a working three-way partnership, secure a pilot site, complete master planning and initial infrastructure, and launch early training and production activities.

Governance

Strong, transparent governance with genuine community co-ownership at all decision-making levels is protected legally from the outset.

Funding Realism

The first 4–5 years require significant grant and catalytic capital. Revenue from production ramps up progressively but will not carry the early phases alone.

Measurement & Learning

Success is measured beyond jobs and houses. Dignity indicators — youth retention, elder participation, sense of belonging, and women’s economic agency — are tracked rigorously.

Risk Management

Key risks (land tenure, skills pipeline, market access, and political continuity) are actively managed through a formal risk register maintained across all phases.
