Year 7+

This final phase focuses on codifying the model, influencing broader policy, and beginning replication in other locations. The goal is to move from a successful single-site demonstration to contributing to systemic change in how marginalised and rural communities are developed in South Africa.

Objectives

• Fully document the PSC model in a form that can be shared and replicated
• Influence provincial and national policy on rural development, informal settlement upgrading, and community-led economic development
• Support the successful replication of the model in 2–3 additional sites
• Build a network of practitioners and partners who can carry the model forward
• Position the PSC approach as a credible, evidence-based framework for government and development partners

Detailed Work Packages

1. Model Documentation & Knowledge Management

Produce comprehensive playbooks, toolkits, and training materials. Create case studies, impact reports, and visual documentation. Develop digital and physical knowledge repositories.

2. Policy Engagement & Advocacy

Engage with provincial and national government on relevant policy. Participate in policy forums and working groups. Share evidence and lessons to influence funding mechanisms and regulatory frameworks.

3. Replication Support

Identify and support 2–3 new sites for replication. Provide training, mentoring, and technical support. Adapt the model based on lessons while maintaining core principles. Establish quality assurance mechanisms.

4. Practitioner & Partner Network Development

Build a network of trained practitioners, community leaders, and partner organisations. Develop training programmes and pathways for future implementers. Foster peer learning between sites.

5. Ongoing Impact Monitoring & Research

Continue long-term monitoring of the original pilot site. Support independent research on impact and cost-effectiveness. Use findings to improve the model and strengthen the evidence base.

6. Partnership & Resource Mobilisation for Scaling

Develop partnerships with government programmes, development finance institutions, and private sector actors. Explore blended finance mechanisms. Position the model for larger-scale funding and government adoption.

Multiple replication sites active; policy influence becomes visible.

Model is recognised and supported at a systemic level with an active practitioner network.

Success Criteria

• The PSC model is well documented and accessible to others
• Evidence of policy influence at provincial or national level
• At least 2–3 replication sites are actively implementing the model
• A growing network of capable practitioners and partners exists
• The model is viewed as credible and evidence-based by government and development partners

Key Dependencies & Considerations

Success in Phase 5 depends on having a strong, well-documented pilot with credible results from previous phases. Policy influence often takes longer than expected and requires sustained engagement.

Replication quality is critical — poor implementation in new sites can damage the model’s reputation. Long-term funding and institutional support will be needed to sustain replication efforts.

Phase 5 represents the point at which the PSC model moves beyond a single successful community and begins to influence how South Africa approaches community development more broadly.
